Schuyler Schouten

Schuyler Schouten is a partner in Jones Day’s government regulation practice, advising on economic sanctions, transaction reviews before the Committee on Foreign Investment in the United States (CFIUS), and the regulation of emerging and strategic technologies. He was previously senior associate counsel to the president and deputy legal advisor to the National Security Council, where his portfolio featured a range of legal issues with direct bearing on U.S.-China relations, including international trade, national security, CFIUS reform, and financial regulation. In a prior role, he was principal policy aide and research associate to former Secretary of State and National Security Advisor Henry Kissinger, supporting Kissinger’s informal and “Track II” diplomacy concerning U.S. relations with China, Japan and Korea; he also contributed research and editorial efforts for Kissinger’s bestselling book “On China.” More recently, Schouten collaborated with Kissinger, Eric Schmidt and Daniel Huttenlocher on “The Age of AI: And Our Human Future.”
