Schuyler Schouten is a partner at Jones Day, where his practice focuses on sanctions, tariffs, technology controls and other issues at the intersection of law and foreign policy. He regularly represents clients before government agencies and congressional committees in China-related reviews and investigations. From 2017 to 2019, he was a lawyer in the White House counsel’s office and at the National Security Council, where he coordinated interagency legal advice on a wide range of trade, financial regulatory and security issues. He was also the White House’s legal point of contact with the Committee on Foreign Investment in the United States and the Office of Foreign Assets Control. He previously worked as a geopolitical analyst and policy aide to former Secretary of State Henry Kissinger, and he collaborated with Kissinger on projects focused on U.S.-China relations and artificial intelligence.
