Julia Howe

Julia Howe joined Qualcomm in 2024 as director of government affairs. Previously, she held the position of deputy assistant U.S. trade representative for China affairs at the Office of the U.S. Trade Representative (USTR). During her nine years at USTR, Howe covered issues ranging from coordination with the EU, intellectual property, competition policy and Phase One negotiations. Prior to joining USTR, Howe worked at the U.S. Chamber of Commerce in Washington from 2012 to 2015. She also worked as a policy analyst at the American Chamber of Commerce in China from 2010 to 2012. She has a master’s in public management degree from the London School of Economics and a bachelor’s degree in Asian studies from Mount Holyoke College.
