David Rader is a senior adviser in the Office of the Secretary of War, where he works on economic warfare, security and statecraft. Before that, he served as a senior adviser at DIU, OSC and DARPA. Previous to that, he was the deputy director of global investment & economic security at the Department of Defense. His portfolio included technology scouting and commercialization, capital markets, foreign direct investment, trade and industrial policy, and matters under the purview of CFIUS. Before serving in government, Rader held roles as a manager in transaction advisory services at Ernst & Young, a vice president in the corporate and investment bank at J.P. Morgan, and as an associate at the RAND Corporation; he also served as an infantryman in the U.S. Army. David holds a B.A. in political science, an M.A. in government, a J.D. in corporate bankruptcy law, an M.S. in finance, an M.B.A. in economics and an M.A. in international relations.
