Brendan Kelly joined the National Security Council (NSC) staff in June 2023, where he is responsible for coordinating economic policy issues and engagement related to China. From 2018-2023, he served at the Federal Reserve Bank of New York, as Deputy Head of International Relations and Country Risk, and previously Acting Head of Country Risk, after leading bank’s engagement and analysis and engagement on Asia. Previously Kelly served at the U.S. Department of Treasury, for almost a decade, including as Treasury Attache and Deputy Attache in Beijing 2014-2018, in the Office of International Banking and Securities Markets, and in the Office of the U.S.-China Strategic and Economic Dialogue (S&ED). Kelly also worked as a Legislative Aide in the Office of Senate Majority Leader William H. Frist and as a Consultant at the Monitor Group in New York and Hong Kong. He holds a B.A. in Social Studies from Harvard University and an M.A. in International Economics and China Studies from the Paul H. Nitze School of Advanced International Studies (SAIS), Johns Hopkins University. He is a Fellow in the U.S.-Japan Leadership Program, and was a Term Member of the Council of Foreign Relations.
